The real debate is which of these 2 factors allows dragon slayers to activate dragon force at will. The second thing, is that they have slain dragons, and absorbed their power (Not clear what the process of this is exactly). Having both the lacrima and the true dragon slayer magic makes them 3rd generation dragon slayers. Theres 2 primary differences between Natsu and Wendy, and Sting and Rogue, the first is the Lacrima that Sting and Rogue have in them. Rogue and Sting have used it during the grand magic tournament, and the physical differences are pretty different, they don't gain scales but they gain markings over their body. The physical changes include gaining crystals or scales and getting an aura. Natsu and Wendy have used it by absorbing a pure magic essence and getting a boost to activate dragon force. Many people think that at this point, in the manga, as of the most recent chapter, pretty much every dragon slayer except Gajeel has used it, but I argue, that Laxus and Cobra haven't actually used it.
